Did you get your answer yet? I also worked for DOD (Defense Finance & Acctg Service) for 15 years and know that you are probably trying to please several management-types. Stick to your guns and get official sign off on anything that goes against your best judgement. If you have the space and time, and as long as the developers will agree (again, in writing) to "complete DBA" responsibility and that you are not their DBA teacher, clone a database from production or secured development and let them have at it. Once they start wrecking stuff (which is inevitable if they don't have proper skills), your point will be proven.
I was in a very similar situation with me being one of two local DBAs (Denver) and four other remote DBAs (Indianapolis), working with contractor developers who wanted DBA access. It was a nightmare, but we kept our stand, and in the end, things worked out fine. Good luck to you, you are in a spot!

Happily take care of any sys or DBA things they need done. Also I use to work for the USAF & DISSA, I think the security GESTAPO types would have a problem with granting these privs to a non BDA/SA.

Sending this again, Because I did not have a subject last time.
I sure would appreciate some opinions on this. At my place of work we have
two teams in our division. One team is the application programmers and the
other team is UNIX system/Oracle DBAs. I have a new platform that just
came in. I need to set up the Oracle database and Oracle Application
Server
on it. Here's the question. My application programmer wants the
Oracle
DBA account and the sys account. This platform is not a test platform.
Yes they are developing on this platform and then it will go into
production. My Oracle DBA's do not want to give out the accounts to
the
developers.
Who do I please?
