RMAN-10031:ORA-1400 error during RMAN backup

This is what was done.

1. change backup_peices TAG='NAME' DELETE;
2. on the RMAN account the oracle recommended sql script was executed to delete the entries from the dictionary.

When I executed the RMAN script (incremental level 0) again I get this at the end of the run.

Any ideas
