set SYSTEM_PASS parameter as given below
$SYSTEM_PASS=system/password
$export SYSTEM_PASS
Now run helpins which is present in ORACLE_HOME/bin
$./helpins
This procedure is in the case of UNIX.

How do I get online HELP installed in SQL*PLUS?
I've even tried searching the online Doc. Set, but have not been able to find the right page.
