This is probably deeper background than you want/need, but anyway:

In particular, Paul Dorsey has written a lot of stuff, look for his books. He is a subscriber of the Developer list (possibly others). Some may remember him from the OLD, OLD, OLD Oracle-L (@sunysb.edu), he did a series of surveys on ad-hoc query tools, etc back in the Oracle v6 or early v7 days.
The impression I get from the discussion on the Dev list is that there are two main problems:
In case you missed it, Oracle made an obsolescence announcement about run time client/server. After about 2006, there will no longer by "classic" run time client/server (eg, plain vanilla Forms). However, there will continue to be development prooducts operating in "classic" client/server mode. In other words, look carefully at the upgrade strategy for WebDV, even as a developer environment.
