In particular, Paul Dorsey has written a lot of stuff, look for his books. He is a subscriber of the Developer list (possibly others). Some may remember him from the OLD, OLD, OLD Oracle-L (@sunysb.edu), he did a series of surveys on ad-hoc query tools, etc back in the Oracle v6 or early v7 days.

The impression I get from the discussion on the Dev list is that there are two main problems:

  1. Developer/Designer has a long history of crappy patches that have annoyed a lot of people. This is probably partly due to platform volatility, constant upgrades of browsers, MS vs. Sun "Java wars", etc., but exacerbated by Oracle's wild marketing swings (eg, fallout from the failed "NC" architecture).
  2. Generic browser environment may not do it (especially memory limits in Win9x).

In case you missed it, Oracle made an obsolescence announcement about run time client/server. After about 2006, there will no longer by "classic" run time client/server (eg, plain vanilla Forms). However, there will continue to be development prooducts operating in "classic" client/server mode. In other words, look carefully at the upgrade strategy for WebDV, even as a developer environment.
