Hi Mary,
There is no per user or per user ID limit on semaphores. The system wide limits (semmns OR semmni * semmsl) are the only limits on semaphore numbers. Maybe Ahmed was thinking of the per process limit on the number of semaphore undo entries (semume)?

SEMMSL: defines the maximum number of semaphones per user ID.
