This file was created when I created 8.0 database but it is not created for 8.1.6.(at least not in my istallation). I do not think that you will have this problem with 8.1. For 8.0 you can recreate the instance with oradim80 or manually change this file.

you will have to change the password in the strtsid.cmd file which is on
\orant\database\ directory
edit this file you will see the password which uses the internal password of
the password file
it should work
