Tom,
Do you have multiple tnsnames.ora's on your system?
It sounds like the one that MS is using doesn't have
the alias you're using, or the file doesn't exist at
all, whereas the one that gets used by SQL*Plus does.
You might also check the sqlnet.ora's to make sure the
default.domain's are the same.
