DBMS_SQL - problem solved

Well, the minute after I sent the email, I figured out my problem. Once I granted ALTER USER directly to SYSTEM from SYS, everything was peachy, bind variables or not. It works now.

There's nothing like banging your head against the wall on a Monday morning.
