Yes there is. Check out DBMS_SYSTEM.SET_SQL_TRACE_IN_SESSION.
In my experience it works about half the time.

Subject: Explain plan on another users SQL
Is there a method of running explain plan on SQL that another user may be running currently?
I know it can be done from topsessions with details...cursors...explain plan, just want to know if there's a method from within SQL*PLUS?
