Oracle Snapshot Refresh (very urgent)

Oracle Snapshots are not refreshing automatically. Once a snapshot is refreshed manually, after that it refreshed automaticall. anybody can tell, why it is happening
create statement is
create snapshot ..
refresh fast
start with sysdate
next sysdate+1
as
select * from ..
init.ora parameters are

SNAPSHOT_REFRESH_PROCESSES=1
snapshot_refresh_interval=60
snapshot_refresh_keep_connections=FALSE
job_queue_interval=60

job_queue_keep_connections=FALSE
