I assume you are using Reports 2.5.
You must use a Parameter Form and add the parameter there.
See Page 1-7 in "Building Reports Manual"

Help,
Anyone using oracle reports,
I want to use a parameter in the Order By clause of my query.
I have created a user parameter and prefixed this parameter in my group
by using the colon.
How do I get reports to prompt me to input a value/column-name into this
param?
When I run it it just executes as though there was no parameter
specified.
