Oracle-L: Controlled availability

Hi Everybody,

I am new to ORACLE. I would like to know how ORACLE selectively controls the availability of data at database level and sub-database level, in general. By the way, does sub-database level means application level ? Please mail me in brief, so as to save ur time and energy !!
