Oracle Date Formats

Dear All

Database     : 7.1.6
Forms        : 4.5.6

We are having difficulty with dates around the year 2000. We set the NLS_DATE_FORMAT in the init.ora to DD-MON-RR which is supposed to round the year to the nearest 50 years i.e. an entry of '01-JAN-01' should be stored as 1st Jan 2001, with '31-DEC-99' stored as 31st Dec 1999. This appears to have no effect in either SQL*Plus or Forms. In SQL, an "ALTER SESSION" command works, and Forms can be forced to work by putting a format mask of DD-MON-RR on the date fields, but I understood the parameter in the init.ora file is supposed to avoid the need for the extra coding.
Has anyone any suggestions to avoid re-visiting all the forms in the system, please.
