I think you need to copy couple of files ( DLL's) from your ORAWIN95\BIN (PO7 Home )directory to ORAWIN\BIN ( DEV2K Home ). I am away from office right now so I can't tell you which ones. but if you need then send a mail message to me.

I am sure it is written in one of the installation readme files.
