PROJECT TECHNICAL COORDINATOR (1862 Classification--Systems and Procedures Analyst) INSTITUTIONAL DEVELOPMENT/RESEARCH AND PLANNING
APPOINTMENT: Provisional, full-time (40 hours/week) position. In order to be eligible for a permanent appointment, the temporary incumbent must successfully compete in a civil service examination for this class. This is a categorical position fully funded by a grant from the US Department of Education.
SALARY RANGE: $1682.00-$2043.00 Bi-weekly $43,900.00-53,322.00 Annually

POSITION DESCRIPTION: Under the general direction of the Director of Institutional Research and Planning, the Project Technical Coordinator serves as the lead person designing the functional and technical specifications for the new college-wide decision support system. The coordinator will work directly with the college's Information Technology Services (ITS) and a group of faculty and administrative staff from the instruction and student services areas of the college to develop and implement a plan for providing user- friendly reports and information to administrators and faculty at the school and department level. The Coordinator will provide technical direction and leadership among a diverse group of college users. The Coordinator will work closely with a technical team comprised of a programmer/analyst, staff trainer and a member of the ITS staff.
EXAMPLES OF MAJOR DUTIES: Principal architect designing college-wide information decision support system to link college information system with administrator and faculty user group; coordinates all activities among college departments and the Information Technology Services to establish decision support system; works with a technical team comprised of a programmer/analyst, staff trainer and members of ITS staff to design, test and implement reporting system for the decision support system; other duties as assigned.
MINIMUM QUALIFICATIONS:
1. Baccalaureate degree from an accredited college or university; degree
preferred in Computer Science and Information Systems, Business, Social Science, Engineering Science, Mathematics or closely related fields; or an equivalent combination of training and experience. 2. Two years of verifiable experience in large-scale networked computer operations including UNIX using Oracle and SQL and SAS applications in both UNIX and Windows environments.
Substitution: Up to two years of additional verifiable experience may be substituted for the required education as follows: One year (2000 hours) of such experience is equivalent to 30 semester/45 quarter units. Two years (60 semester/90 quarter units) of college course work is an absolute requirement for which no substitution will be allowed.
DESIRABLE QUALIFICATIONS:
1. Excellent oral and writing presentation skills including ability to
present complex technical information to non-technical audiences, as well as ability to translate complex business and operational issues into a functional system design. 2. Project management and coordination skills as demonstrated by successful completion of projects similar in scope and nature to the college's decision support system project 3. Working knowledge of application uses and issues regarding relational database management systems particularly in a client-server arrangement. 4. Experience working with Wide Area Networks, Local Area Networks, TPC/IP and SAS. 5. Working knowledge of how the SAS system is used for data management, reporting and analysis functions. Extensive knowledge of SAS system functionalities. 6. Proven ability to translate concepts of computer system implementation into a working and effective application which meets end user group needs. Ability to give specific technical direction and support to programmer/analyst and other technical support people.7. Experience working in post-secondary education environment. 8. Proven ability to lead teams representing diverse academic and
professional backgrounds.
9. Demonstrated ability to manage conflict, resolve differences between
technical and non-technical members of project team. Meeting facilitation skills highly desired.
