Do you find a directory with a name like O7ODBC anywhere? If so, there is a setup program in there that you need to run first. The setup program moves the dll's etc. needed to actually make the drivers work to the right place and registers the Oracle driver as an ODBC driver.

I didn't know that the Oracle CD's now come with an ODBC driver on them. Learn something every day. The one I have is off Compuserve.
