IMHO, The minute you add "NOT REGISTERED" to the "schools" relation, you are "fooling the system".
As soon as you begin fooling the system, you acquire responsibility for
interpreting all of the quirky behavior
the system exhibits, as a consequence of your fooling. It seems to me that
you want to able to fool the system
and still get the system to be responsible for the outcome.
I don't think so.
