Can a function() be used to change parameter value in stored procedures ?

I was wondering if i can use a function() to change a parameter value
..
can i use something like ..
procedure test
this is what i want to.. if the input value to the stored procedure is
NULL then i want to change it to some other value..
(
param1 in varchar2 default chk_function();
)
...
the chk_function() will check whether the input value is null or not
and if null ,replaces it with a default value ?
