TNS error - help

hi , all !
Have a trouble :( !!

I installed Oracle 9i , and Oracle Developer Suit to the different ora-homes. Launched
all services (SID : ORCL1) and when I , for example, launch Oracle Designer , all
soft from Oracle Developer Suit , it says such as : TNS error : could not resolve service name.
WHY ? Service name ORCL1 is being launched .
