It's likely that the source of the above statement has not had much experience patching Oracle Apps. In general it is *much* faster to clone an applications install than to re-install from the source media and then re-patch. Likely a matter of days faster. Naturally cloning an applications instance also presents a number of opportunities for things to go wrong :)
