Your registry still has entries for the database. Since you removed the Oracle software directories (probably by hand, as Oracle generally leaves software and files around forever, except in the last few versions) you now have the opportunity to walk through the registry by hand and remove the offending entries.

It's fairly close for other versions as well, but it's your responsibility as playing in the registry is an opportunity for shooting your computer in the head.
