Oracle RAC (9i) and Oracle Parallel Server (8i) can coexists with Data Guard. RAC is the replacement for Oracle Parallel Server (OPS). Strongly suggest you leave 8i and OPS far, far behind and only consider RAC.
Consider using RAC for load balance and 'local cluster' availability and Data Guard for remote disaster recovery.
Note also that RAC is NOT a cluster failover solution in the same sense that 'standby' soutions provide. RAC allows concurrent access to the database by all instances in the cluster.
A failover variant available in RAC natively will _redirect_ new requests to the surviving instances. A further variant called transparent failover will failover some forms of in-flight requests.
