Can't tell without the results of
set displaymode verbose
services

and the mts parameter in init.ora

and YES the display DID change from oracle 8i to oracle 9i Likely there is NOTHING wrong, and the complaints are not being caused by the listener. The listener is a *broker only* anyway.
