There are many open source java projects on sourceforge, get your wife a computer and in six months she should be able to contribute something of significance to the community. That will work better as a reference than anything else.

Yes but today there are many more people in the job market too....if companies find someone with more hands on experience in the skills they want they will take them...they are not running a charity or learning center. I have seen people with 12+ years of skills in C/C++ find it difficult to get proper jobs so it is not just your wife who is facing this. There was a time you could get a job if you could spell "java"...those times are long past.
