Douglas,

I use a 2100 to support 76 concurrent users under Oracle V 7.1 and OpenVMS V 6.2. It is equipped with 256 meg of memory, and two HSD30 controllers supporting a 10 gig database using Raid 0. I have plenty of CPU and memory to spare.

I can't comment on NT on an Alpha. The only word I have heard is to avoid it, if possible. It takes a wonderful piece of hardware (Alpha), avoids the operating system with which it works exceedingly well (OpenVMS), and puts a desktop/mini operating system on it (NT), which doesn't take advantage of most of the benefits of an Alpha.

An Alpha 2100 4/200 is running around $8,500 used (full maintenance options are available) with one processor and 128 meg of ram. That should get you started. Additional processors are $1,600 and simply plug into the open slots (it will take up to 4). Additional memory is also available (up to 512 meg? I'm not sure).
