Tim,

Without the repository, WebDB is unable to manage the stored procedures, even if it originally generated it. There is no way for it to decompose an existing stored procedure back into its repository. So, unless you have the original repository tables, I'm afraid that your only choice is to recreate them in the new version of WebDB or never use WebDB to modify the existing stored procedures. Sorry :-(
