Oracle are also using the wu-ftp server, which supports "reget", so from a command-based ftp client that also supports reget, you can also pick up from a partial download.
eg: from Linux, with the ftp that comes with slackware, you can
ftp ftp.oracle.com
bla bla bla
reget 805ship.tgz
and it will pick up from where the previous d/l died.
