Coincidentally I rediscovered this blog note a few minutes ago - which may be the problem I was thinking of, and may not be the same problem to the hierarchical profiler. I've just tested on 23c and I changing the plsql_optimize_level changes the line number reported by the call to calculate ln(-1), and the default setting is the one where the reported line number doesn't match user_source.
