PDB Descriptor file

Question is how are these values populated?

and the reason I am checking this is, I get ORA-65139: Mismatch between XML metadata file and data file errors for all the datafiles (and that is because the pdb plugging in to cdb failed and now the state is such that I cant open non-cdb database because the datafile headers are stamped with cdb database and I cant see this PDB in cdb database because the pdb plugin to cdb failed. To my understanding it is half done. I can modify the xml file if I knew how those values are populated. Some Oracle support notes suggest to go back to non-cdb and create descriptor file; drop the pdb and then retry to plugin. But that does not work for me. Modifying the xml is not supported way but atleast if I can understand how Oracle determines the incompatibilty and throws ORA-65139 that would be useful..
