I don't have the exact data and I doubt that anyone outside of Oracle Support organization has the exact data. However, my gut feeling is that 12.2 was by far the buggiest of the listed versions. If you want, I can invent some numbers to confirm my gut feeling, which is a rather common and accepted statistic method. 83.7% of all statisticians say so. BTW, Oracle also supports that scientific method with DBMS_STATS.SET_TABLE_STATS and DBMS_STATS.SET_INDEX_STATS. I used DBMS_STATS.SET_INDEX_STATS to set clustering factor much lower and thereby resolve  the "wrong index" problem. --
