One idea for you to consider. Buy the book Oracle9i High-Performance Tuning with STATSPACK by Don Burleson. His book is chock full of ideas about overall database monitoring, regardless of whether you decide to use STATSPACK or not. As an example, he points out that the database sits atop a computer system and you can be deceived if you only look at the database. You must monitor the system itself and then review the Oracle statistics in light of what was going on with the system. He provides lots of ideas of what you can monitor on the system.

Some random thoughts, with examples
1) Tracks historical information to determine when a value is out of normal range or when a value has suddenly increased.

ex. - SQL*Net messages consume 85-95% of wait time. If this value drops to
75% or rises to 99% alarm.
