OUTLN is the user that owns the stored outlines. You can't drop it,
Oracle uses the objects owned by it, even if you aren't using stored
outlines.
DBSNMP is the username used for the Intelligent Agent. This one you can drop but in general I keep it around, locked, in case I ever decide to use OEM.
