Waleed,

The user OUTLN contains tables that the Oracle optimizer will use to run a particular sql query using hints. You can read the documentation about it to see how to use it. I would not drop then user, but you can lock the account so that nobody can connect as that user.

The DBSNMP account is used by the Dbsnmp process via the Oracle Agent. This account is used by OEM to run various jobs. It is a *major* security hole in the system as you need to keep the account open if you will be running jobs via OEM. You can and *should* change the password for this account (the default is DBSNMP). Again, check out the Network Admin manual on how to do this.
