I'm pretty sure functions don't actually spit out the output
like procedures do. They do put it in the buffer, though. So
if you dbms_output anything after running the function, you'll
see the Hello World from the function.
Maybe because of the way functions return with a return. Just guessing.
Gotta be in the doc somewhere...

and dbms_output.put_line('hello world')
in a function (contained in a package)
and run 'set serveroutput on' in sqlplus,
and then call the function in a select statement,
what reasons might there be for not getting the output

The statement does not return any error?
The manual for built in packages (8.1.6) gives
no indications as to why this might not work from a
package.
