SBI is Special background Investigation. It is usually conducted on military personnel by the Investigative Service of the military branch in which one is serving. Naval Investigative Service, The Air Force's Office of Special Investigations, or the Army's Criminal Investigation Division. These investigations are primarily done for special access programs. Defense contractors used to call there version an EBI, the E for Extensive. They used to be conducted by the Defense Industrial Security Office or something like that. People who worked directly for Intelligence Agencies are investigated by the FBI which calls its investigation an FFI OR Full Field Investigation. SCI, Sensitive Compartmented Information is the term used for knowledge requiring special access beyond Top Secret. If you have a TS clearance you can read any TS document, Secret, or Confidential . There are such things a need-to know, but once that is established you can participate fully. You have ! to!

cleared separately for each compartment. Very few people get to see the entire picture.

clearances dont take two years. maybe 8 months. for a 'secret' you can get a temporary in about a month and go to work. Top Secret is more serious. Thats when the FBI does the SSBI or SCI(I cant remember the difference) basically they go back and talk to your elementary school teachers. Looking for stuff to blackmail you on. as long as you dont lie, have half way decent credit, no felony convictions, and have not lived outside the US for significant periods of time you normally get it.

I know people who have gone to government consulting companies on non-classified projects, then while on them their company decided to clear people to make ready for future work. You usually have to sign a bondage agreement though so you cant just quit when they come down.

FBI does most it. All of homeland security which includes(FDA and farm services) now require 7 year background and 2 personal references, but you can start before they come down.
