I don't believe there is a penalty for installing an option like partitioning if you don't make use of it. Normally Oracle installs lots of stuff you don't need.

Owing to budget constraints, a new database implementation in 9i will be
going without
the Partitioning Option. The ORACLE_HOME will be installed without the

How difficult is it to install an option and re-apply RDBMS patches later ?
