Many years ago this company did the very same thing (a production DB without a
test version). The developers (only two at the time) did as much as they could,
UNTIL!! Yup, the day came when a script went way off target & we had an entire
day of picking up the pieces. A new machine & db license were purchased within
48 hours of our getting things back to normal. Ever since we've had test areas
(plural) for each db if needed.

The only systems where we don't have a test database are a couple of legacy DBs which were frozen long ago. Yeah, upgrades without a test system are pure insanity, but that's only an occasional problem. I assume those databases don't exist in a vaccuum, what about software development and testing for goodness sake? ESPECIALLY if you're a 'rapidly changing' shop!

We are a new but rapidly changing shop and we have a bunch of small
to medium size databases that are running without a test database. This
makes DBA tasks like upgrade more difficult. I am having a hard time trying
to get the management to allocate the resources for this. I wonder how other
DBAs are doing to deal with situations like this.
