The answer to this is no. You can check on whether a parameter is modifiyable by looking at v$parameter and checking these values:

ISSES_MODIFIABLE                        VARCHAR2(5)
ISSYS_MODIFIABLE                        VARCHAR2(9)

for the parameter is question.
