When you use the transportable tablespace option you first create the target database: system, sysaxu, undo, and temp and then import the user object tablespaces of interest. (Would also mean new control files and spfile)
10g did not introduce transportable tablesapces as this feature existed in previous versions. What it introduced is the ability to perform endian conversion and move the tablespace dataset across platforms. See v$transportable_platform.
