I don't think it is a concern. A good DBA who has worked on a few Oracle versions will have a collection of scripts, and will update and add to them as they move to new versions of Oracle. There are Oracle sites (even very large ones) which do not use OEM/Grid Control as a matter of policy (sometimes for financial reasons). Someone who has learnt to be a good DBA on such a site will use lots of scripts.
Script-using (and writing) DBAs may well understand how Oracle works better than someone who has only used OEM or whatever and never looked "under the covers".
The fact alone tells you nothing about whether you have picked the right person.
