So your attempts succeeded.

This is standard for Oracle 10.2 and later releases; the security for these products has been tightened considerably compared to earlier releases.

Nothing. This is the way Oracle 10.2.0.x installs.

Everyone who installs 10.2.0.x or later releases of Oracle.

Design 'caused' it. Addtionally you are provided a script in $ORACLE_HOME/install called changePerm.sh which will 'fix' this 'problem'. It's used when an O/S user other than 'oracle' needs to access sqlplus or other Oracle utilities. I suggest that you execute that script if you want to 'relax' the permissions.
