Not with that piddly bit of 'information'. You're missing much if you want help, such as:

Operating system and patch level (it's Windows, but which release?) Full Oracle release (all FOUR numbers)

I suspect you've tried to install Oracle 8.1.7.4 on Windows Vista, or some other Windows version not supported by Oracle. But no one will know that until you post the relevant information.
