These are possible but not enforced when doing a vanilla install. I would, however, strongly urge you to implement them in any version of Oracle by making use of PASSWOR_VERIFY function provided by Oracle and that can be found at $ORACLE_HOME/rdbms/admin/utlpwdmg.sql.
