ora04021:timeout occurred while waiting to lock object

hi every one.

pls help

i am getting this error while compiling pacakage body in a debug mode from toad, its prompt me after every 12min and ask me whether i should continue or ignore all.
i am using this pacakage REGIONAL.PKG_CWR

ora04021:timeout occurred while waiting to lock object ...

after pressing continue, the last message is

"the following error has occurred:

ORA-04021: timeout occurred while waiting to lock object REGIONAL.PKG_CWR" i want to debug this pacakage through toad, what should i do? Received on Fri Aug 03 2007 - 03:00:35 CDT
