Just search for "DBMS_OBFUSCATION_TOOLKIT" on http://tahiti.oracle.com

DBMS_OBFUSCATION_TOOLKIT seems to be first mentioned in Oracle 8i http://download-west.oracle.com/docs/cd/A87860_01/doc/appdev.817/a76936/dbms_obf.htm#6518 with some basic functionality.

Then improved with Oracle 9i and 10g.

You have to check if it fits your needs for each version. But it appears to be offered by Oracle prior to 10g.
