I believe the "launch" is when you get told what is really going to be in the product when it is released. Prior to that the Beta releases allow Oracle to get feedback on what people like, what works well, what works badly, what needs more work, and so on.
So the previous set of presentations has always been "statements of intention" and "probable direction". Now it's: "this is what you'll get".
