You mean the patch?
Because there never was a version 8.1.7.3 downloadable. There's been a version 8.1.7.0 for download, and a patch to apply to it; patch 8.1.7.3.

Check metalink if you can still download the patch, contact support for 8.1.7.0 (and the patch - maybe they're in a good mood, driving over with coffee and cake will help!)
