I had similar problems when I changed my email, then changed it back. Oracle is all messed up on a lot of this stuff, you may have to call and bug them if they don't contact you in a timely fashion, especially if you had an account from before they used email as a login id (see http://groups.google.com/group/comp.databases.oracle.misc/msg/d3fe78bff756d3cf?dmode=source ).
