Shortly:
Oracle 7.0 was desupported in the previous century. When Oracle 7.0 was desupported, Windows XP didn't yet exist. Oracle 7.0 was consequently never certified for XP. You are on your own.
Upgrade to 10g: 8i is desupported, 9i will be desupported end of July this year.
