Can you provide a bit more information...
Under administrative tools -> service, can you see that the Listener
service is 'Started'. Do you have just one Oracle home, and one
listener. Are there any errors in the administrative tools -> Event
viewer that could help.


Also, if you open a CMD window (Dos), does the following command show
that the listener services are available: lsnrctl status       (or
lsnrctl service)
